Energy Crisis Intervention Program (ECIP)
Details

Emergency fuel assistance to HEAP eligible households in Cumberland County

Eligibility
  1. An approved HEAP application for the current heating season
  2. No remaining HEAP benefits
  3. Less than 1/8 tank of heating oil or kerosene, less than 25% tank of propane, or 3 days or less of other home energy fuels

Childcare Subsidy Program (CCSS)
Details

Helps eligible families to pay for child care so parents can work, go to school, or participate in a job training program. CCSP is also available for eligible families where the adult(s) are retired and are the legal guardian of a child.

Tax Equity and Fiscal Responsibility Act (TEFRA)/Katie Beckett
Details

MaineCare program that provides medical coverage for children living at home with long- term disabilities or complex medical needs. Katie Beckett eligibility allows these children to be cared for at home instead of in an institution. Only the child’s income and assets are considered when determining eligibility for Katie Beckett. The parent’s income is needed to see if the child is eligible in another MaineCare category and to determine a monthly premium amount.

Eligibility
  1. Be under 19 years of age
  2. Be disabled by Social Security Disability standards
  3. Live at home with their family
  4. Have monthly income less than 300% of the Supplemental Security Income (SSI) and resources less than $2,000
  5. Not incur a cost at home that exceeds the cost MaineCare would pay if the child were in an institution
  6. Not be eligible for MaineCare in another category
  7. Require a level of care typically provided in a psychiatric hospital, nursing facility, or group home

Higher Opportunities for Pathways to Employment (HOPE)
Details

A program helping Maine families pursue training and education beyond high school, helping to cover costs related to school.

Eligibility
  1. Parent or caretaker relative of a minor child who is living with you.
  2. Maine resident between the ages of 16 through 64.
  3. Meet the financial qualifications
  4. Have been accepted to or are enrolled at least half-time in a qualifying training or education program beyond high school. If you are enrolled less than half-time, the HOPE Program needs to approve this.
  5. Are not currently receiving, or someone in your family unit is not currently receiving, a monthly TANF or PaS cash benefit.
  6. Are a U.S. citizen or eligible non-U.S. citizen. Many non-citizens are eligible.
  7. Do not already have a marketable bachelor's degree.
  8. Are making satisfactory progress in your training or education program (based on your school's standards) and you are on track to graduate.

Competitive Skills Scholarship Program (CSSP)
Details

Provides funding and support services for eligible Maine residents to pursue two and four-year degree programs or employer recognized credentials leading to high-wage in-demand jobs in Maine, up to $6,000 per year for a full-time student or $3,000 per year for a part-time student each year you remain in your training program

  3. Seeking a degree or credential for a job in a high wage, in demand occupation
  4. Do not have a marketable post-secondary degree

Parents as Scholars (PaS)
Details

TANF program that helps low-income parents who are enrolled in two or four-year college studies with, monthly cash benefits (the same amount you would receive from TANF), and support services including child-care, transportation reimbursement, car repairs, book and supplies (the amounts for these supportive services are determined by program rules). If eligible, PaS can pay up to $3,500 for tuition costs per academic year.
